Responsible Gambling Violations Costs Caesars Sportsbook $250k in New Jersey

Responsible gambling violations have cost Caesars Sportsbook over $250,000 in fines from the New Jersey Division of Gaming Enforcement (DGE). Caesars agreed to pay $251,250 in fines and return $45,465 in profits following a series of responsible gambling violations involving some of its New Jersey sports betting customers.
The operator was found not to be displaying responsible gambling language on its sports betting platform as called for under state regulation. Caesars didn't supply the daily self-exclusion list to the DGE. Customers who were self-excluding on one Caesars platform were being permitted to wager on other platforms. Customers were also being permitted to request a permanent self-exclusion option through the Caesars platform in violation of state regulations.
Caesars committed a multitude of responsible gambling violations
The litany of violations committed by Caesars Sportsbook in the New Jersey market was outlined in a letter from the DGE.
The letter outlines how Caesars did not include the necessary responsible gambling language on its web page. Specifically lacking was the required slogan “Bet With Your Head, Not Over It”, or some comparable language approved by the DGE. Also lacking were the words "gambling problem" and "call 1-800-GAMBLER." That is a free, confidential 24/7 helpline that connects people with support, counseling, and local resources for gambling addiction.
Caesars Sportsbook also failed to supply its self-exclusion list to the DGE. This is also a violation of state regulations. This failure to make its self-exclusion list known to state regulators enabled those players who were self-excluding from Caesars to place wagers at competing sportsbooks. Caesars was also granting players lifetime self-exclusion, which under New Jersey law can only be done through the state regulator.
"Caesars Sportsbook’s errors prevented its system from functioning as intended," the DGE wrote in its ruling. "As a result, responsible gaming matters were not identified or acted upon appropriately and in a timely manner, indicating a failure to maintain the safeguards necessary to ensure the integrity and proper functioning"
Caesars is hit with one of the largest fines in US sports betting history
Though no official records are kept in this category, the fine levied against Caesars is believed to be the largest ever issued in the licensed and regulated US sports betting industry. It certainly appears to be the heaviest fine for responsible gambling against a betting site in New Jersey.
Last year, Betway, under its corporate name Digital Gaming Corporation, was hit with a $112,188.96 penalty. The fine was levied for failing to comply with self-exclusion regulations. Another part of the punishment was for allowing players to exceed their assigned deposit limits.
Betway no longer operates in the New Jersey market.
Earlier this year, BetMGM was issued a $106,000 fine for violating responsible gambling regulations. The penalty included an additional disgorgement of $51,789.
DGE puts the sportsbook on notice
Caesars Sportsbook agreed to pay the fine issued by the DGE. As well, the sports betting site acknowledged that it would disgorge $45,465.38, constituting funds which should not have been realized by the sportsbook.
The letter, penned by DGE interim director Mary Jo Flaherty, went on to caution Caesars Sportsbook about the future. The sports betting site was put on notice that further violations would be met with harsh punishment.
"While the Division has agreed that it will not institute further regulatory action beyond this Action in Lieu of Complaint on the above-described matter, any additional violations, no matter how [minimal], will result in further disciplinary action by the Division," the letter noted.
