Indiana Opts To Keep College Prop Bets

Despite pleas from the NCAA, the Indiana Gaming Commission (IGC) has decided that it will continue to allow college prop betting at the state's sports betting sites. The NCAA petitioned the IGC in June, requesting that the state gambling regulatory body remove college prop betting as a wagering option. NCAA officials attended the IGC's most recent meeting to make their case in person. Meanwhile, representatives of the Sports Betting Alliance spoke on behalf of the state's sportsbook operators.

After hearing from both sides, the IGC ruled against a ban. The commission determined that the NCAA did not show a credible threat to the integrity of sports wagering in the state.

The NCAA fails to make its case in Indiana

Both NCAA Managing Director of Enforcement Mark Hocks and NCAA Managing Director of Enterprise Risk Management Clint Hangebrauck were on hand for the latest IGA meeting. They were there to make their case about the dangers that can result from allowing player prop wagering on college sports.

Hangebrauck cited the increasing range of threats that college athletes are receiving from disgruntled bettors following a losing wager. This harassment is taking place both online and in person.

"It seems like attaching the name of an 18-year-old - it could be a 17-year-old sometimes - to a betting market to walk them into this type of abuse doesn't support the integrity of those markets," Hangebrauck said, according to reporting by The Republic.

Hicks spoke to the dangers of ease of manipulation that can come from a college player prop bet.

"From an integrity perspective, it's easy to manipulate and hard to monitor," Hicks said.

Indiana schools offer their support to the NCAA

Officials from three major Indiana universities - Butler, Purdue, and Indiana - threw their support behind the NCAA bid to have college player props banned in the Hoosier State.

"College prop bets single out young individuals, magnifying external pressures and introducing systemic risks that threaten both the integrity of our competitions and the mental health of our students," Butler director of athletics Grant Leiendecker wrote in a letter of support for the NCAA.

The SBA speaks on behalf of the sports betting sites

Joe Maloney, president of the Sports Betting Alliance, downplayed the dangers of college sports prop betting. The SBA is a lobby group that represents prominent sportsbooks FanDuel, DraftKings, Fanatics, Bet365, and BetMGM.

"The NCAA's own data shows that less than 1% of integrity alerts over the past five years involved college props and shows athletes across a panoply of threats that includes racist and sexist threats are more likely to be harassed for reasons that have nothing to do with legal betting at all," Maloney said.

The IGC seemed to agree with Maloney's assessment. Commission members saw no evidence that there have been reported threats to prop bet integrity in Indiana.

"We are open to investigating these issues, but you've got to bring them to us," IGC executive director Joe Hoage said.

Ultimately, the commission saw no cause for an outright ban on college prop bets.

“The Indiana Gaming Commission has denied the NCAA’s request to prohibit all individual player proposition betting on college athletes," Hoage said in a statement to FOX59/CBS4. " The commission reviewed the information submitted and determined that the NCAA did not show a credible threat to the integrity of sports wagering that is beyond the sports governing body’s control to preemptively remedy or mitigate. The commission did encourage the NCAA to collaborate with the legislature to develop a comprehensive solution.”
