Proposed Ohio Legislation Would Gut Sports Betting

Ohio is proposing radical changes to sports betting

No U.S. state with legal and regulated sports betting has ever suggested dialing it back in the manner that some Ohio lawmakers are proposing to do.

House Bill 917 (HB 971) was introduced in front of the state legislature by Republican Ohio Representatives Jonathan Newman and Beth Lear. Called the Save Ohio Sports Act, the bill proposes a statewide ban on online sports betting. Restrictions on Ohio bettors would limit them to single-game bets through the retail market.

Parlays, live betting, and prop bets would all be eliminated from the Ohio sports betting landscape. The bill would establish a maximum bet limit of $100. Sports bettors would also be unable to place more than eight bets during any 24 hours. Wagering would only be legal at one of Ohio's four brick-and-mortar casinos.

Betting on college sports would entirely come to a halt. Any form of gambling advertising inside a college sports venue would face bans. The bill would prevent Ohio sports bettors from using credit cards to fund their betting accounts.

If this bill passes into law, Ohio would become the first state to ban online and mobile sports betting since the U.S. Supreme Court swung open the door to widespread sports betting in May 2018.

This bill proposal is due to concerns about gambling addiction and its social impact

Newman suggested that the genesis of his bill was concern about how gambling addiction is affecting people in the state of Ohio.

"Monetizing addiction to fund public education is the wrong direction for Ohio," Newman said, according to reporting by website RG.org. "Who wins when predatory gambling preys on the vulnerable? It’s not our schools; that’s for sure.

"It’s the trillion-dollar big gambling companies who win. How is this good for Ohio?"

Supporting the bill is the online publication, Gambling Harm. "Due to addiction harm and threats to sports integrity, legal online sports betting is a controversial issue, with both sides of the policy question facing political risk," the site noted on its web page.

Ohio Governor DeWine did a 180-degree turn on sports betting

Governor Mike DeWine signed the bill into law that legalized sports betting in the state in 2021. Recently, he suggested that if he had it to do over again, he wouldn't have signed the bill.

“Ohio shouldn’t have done it,” DeWine told Associated Press. "Look, we’ve always had gambling, we’re always going to have gambling. But just the power of these companies and the deep, deep, deep pockets they have to advertise and do everything they can to get someone to place that bet is really different once you have legalization of them.”

DeWine's arrival at this change of heart came after Cleveland Guardians pitchers Emmanuel Clase and Luis Ortiz were issued MLB suspensions for taking part in a match-fixing scheme.
